This is likely caused by the same issue that makes using a steam:// URI to connect to a GOTV port impossible. I reported this bug last year: http://www.pwnsource.com/tickets/connecting-to-a-go-tv-address-using-the-steam-connect-uri-connects-to-the-game-server-instead-of-go-tv-forcing-players-to-have-to-use-the-connect-command-in-console-in-order-to-spectate-games-on-community-servers
