To my understanding there is no real fix. You could essentially take the
file from it's workshop folder and place it directly in your maps folder.
The problem with that is you won't receive any updates the creator
implements which would be auto-updated through workshop. Also, and worse,
if another server happened to have done the same and someone's client
already has a de_westcoast file in it's 'maps' base directory, it will give
that client a "map mismatch" error, resulting in no connection. It won't
auto-download/update the version the client has with the version from your
server.

I run into this problem all the time between different community surf
servers. I play at OpiumGaming on surf_mesa, for instance, but go to
OGaming and get a map mismatch error when they are running the same map. An
alternative fix for this, is editing the name of the map (while in your
'maps' base directory, not it's workshop folder) to something like
de_westcoast_tomasz so that every connecting client will have to download
the map, but the name will be exclusive to your server so no one will get
map mismatches when playing the same map on other servers, or joining your
server after having downloaded the map from another.
