Seems like I fixed it right after I sent my email.

The private rule for CS:GO was sv_password, but the variable when you
performed a query to the server was just password. Changing that fixed it
all, it seems.

Sorry for wasting your time.. kind of :)

Try this, maybe it helps:

TCAdmin probably uses A2S_RULES to determine if sv_password is set, which
the CS:GO team decided to kill without advance warning, discussing it with
the community, or providing a suitable general-purpose replacement (just a
half-assed workaround to announce individual cvars based on the server
configuration).

Hi,

Has anything changed in the query protocol in any of the recent updates?
Somehow all CS:GO servers that are running with private status in TCAdmin
are stopping due to TCAdmin seeing it as if the password has been removed
from the server.

Does anyone know about this?
