It kicks in after the very first loss. Imagine it is 0:0, and everybody has 0 money. After the firstr round the loosers have $1400. Now it is 1:0, both teams buy as much as they can, and have again 0$ remaining. Now, when it is 2:0 the losing team has $1900!

If you want it to kick in faster, raise that convar to 1000
