Dallas has always been a popular spot for servers in general it seems. Texas has such a huge population and is fairly central to the Southern US while not going too far from bigger cities up into the middle of the US like Nashville, Memphis, St. Louis, Kansas City and others while giving some connectivity to South and Central America if those people need to play with more northern locations.
Problem with Dallas is you kind of start to short places like Chicago and middle Canada connectivity wise. If you want to encompass connectivity for South America and large parts of the US Dallas works best. If you want to help the US and Canada only Chicago or some other middling location would probably be best. Ideally you'd get both but managing the number of servers needed for CSGO takes a lot of time and money.
