the subribed files id txt file issue has come up often and the files seem to be
pointless but valve doesnt want to remove them from the install. it has caused
countless headaches for people who are not aware of the complete uselessness of
the file. Ido can you please remove that file from the setup?

I dug into the issue and found what was causing it. With even a fresh
install it was the same thing. It seems that subscribed_file_ids.txt was
changed to default by the update for unknown reason and same thing is
for every fresh install. It comes with 4 preinstalled id's. I deleted
the file itself and everything seems to work now ok.
So if someone have a server that doesn't load maps, be sure to do the same.
