You should go with a newer/faster processor, if you can. The E5-2690v1
is getting a bit long in the tooth and its individual cores are not
terribly fast. With 128-tickrate servers, and particularly with larger
ones, individual core speed is important. If possible, choose machines
with E3-1271v3 or similar current-generation processors (which are
perhaps 30-50% faster per-core than the E5-2690v1).
You can save money by using regular magnetic drives. There's no
significant advantage to using an SSD for a CS:GO server, since you only
need to read from the drive during map loads and write for the purpose
of logging; you'll end up caching all of the read data in memory if you
share the same base installation (which you should).
Instead of Windows Server 2012, I'd recommend Windows Server 2012 R2
(the latest) or Windows Server 2008 R2 (a solid OS that I personally
have more experience with).
Whether that amount of bandwidth would be enough depends on how many
servers you expect to be in use at a time on each machine, and for how
long each day. That's a relatively small amount for a machine with that
many cores, but it will probably be fine if they are only used for an
hour a night.
If you allow clans in your league to use their own game servers for
matches, you will need relatively few of your own purchased machines, so
keep that in mind, as well. I've seen large leagues that have put up
hundreds of servers only to have a handful used.
