I also e-mailed Valve requesting this, but got no response.

Currently anybody can bring down the steam connection of a server by
knowing the public IP.

Once I hired someone to reverse engineer the steamclient and force it to
use another source IP, but it seems that steam servers ignore the public
IP parameter, and makes the IP which is connecting to steam backend be
the servers' public IP.

So there's no solution for now for having a stable steam connection if
that was what you needed.
