I'm doing this on Linux, but this is how i assign my ports: -strictportbind +ip %ip% +hostport 27015 +tv_port 27016 +clientport 27017 -steamport 27017
Note that -steamport seems buggy, atleast on Linux. It'll allocate the specified port +1. So it uses 27015-27018. Also make sure the port you are trying to use is not reserved by any other program.
