Because in previous versions of cs there were no paid skins or any monetization. This plugins directly violate server terms and decreasing money for the Valve. You want something payable to be free, because you are "minor part of the community", but you really shouldn't expect rules to not work on you. There should be no exceptions. Expecting them is just reducilious.
