With the latest update game server will now repeat the same UserCmd for users who are not transmitting their UserCmds in time.
Previously, if client stops transmitting any UserCmds while mid-air then that client will just get stuck hanging mid-air until it either resumes transmitting UserCmds or gets disconnected. With the new change non-transmitting client will continue falling down and running physics thinks even if they stop transmitting. When the client resumes transmitting the server will only allow up to "sv_maxusrcmdprocessticks" backlogged UserCmds to be executed on a single tick.
