This is something that is really needed. Especially with how Valve handles kick votes and the temporary ban followed by kick votes.
It's really annoying to try to use the basic functionality of the game but have it be abused so you have to lock off all other functionality. We had a retakes server for a time, it happened way to often that we'd see like 3 people on the server, go to join, they are all friends and vote kick you, then you're temporary banned from your own server.
