It's not the ideal way to have to do things but there is a small manual workaround.
Grab the workshop numbers of each map in your collection (e.g - workshop/213240871/aim_training_csgo2's workshop # is 213240871). Go to your server. Then load each map one by one using: rcon host_workshop_map 213240871 (using a different map number each time). This is shitty but I've never been able to get any workshop server of mine to download all the maps at once. I always just go through and force the server to download them one by one right when I build the server. Then they show up fine in votes and the admin menu. Alternatively, just thought of this. Maybe you could try to go on your server. Login to rcon. Then: rcon host_workshop_collection "collectionID#" in console. Maybe it will go ahead and download all the maps at once then load the first. Who knows, never tried it. The first thing I mentioned definitely does work for getting all the maps loaded onto your server. You only have to do it once for each map then you're good to go.
