Most of the time (excluding periods of packet loss) choke means there's a misconfiguration between client and server in terms of rate. More than likely, I'd say this is a client issue.
Double check with your client rates. For 128 tick servers, most common is usually: rate 128000 cl_updaterate 128 cl_cmdrate 128 Make sure the server itself also has a proper rate setup. If I recall correctly, default CSGO configs usually has rate cvar set as 80000. This isn't a server update issue. If I recall correctly, the latest update did not even touch the networking model (please read the changelogs for each update because any updates regarding network and systems is something every server operator should keep an eye out for. http://blog.counter-strike.net/index.php/category/updates/ ) so more than likely if your server worked before the update and then the update happened, then I'd check to make sure it wasn't some other factor involved, such as maybe instability with your host (e.g. network has more packet loss) or something.
