Depends on the setup and the message. If it's an actual vanilla server,
feel free to contact the devs about it. Iirc Brutalcs was in close
contact with Valve at some point and tested out some custom builds (I
think this was related to high cpu usage and lagging).
If you run mods, it's almost always a mod related issue. If the watchdog
terminates the server because it hasn't heard from it in a while, it is
usually either an extension or rather a plugin being stuck in a loop
that involves some kind of callback, because by default the sourcepawn
vm aborts a call stack if a plugin takes too long. Plugins can evade
that detection easily by causing the creation of an event of the same
type that they are currently responding to (i.e. respawning clients in a
player_spawn callback).
Either way the watchdog is never the issue. It's just noticing that
something is going very wrong (as it said) and takes action. In this
specific case the watchdog assumes that the server is frozen
indefinitely (because some time has passed and it cannot know for sure).

Helpful hint that you can take to a thread on AM: I'm pretty sure
one or more of your plugins are in a recursive event loop,
otherwise sourcepawn's vm would have aborted the call. Unless you
foolishly disabled that feature.
Also, please don't disable the watchdog unless you absolutely know
what you're doing.
