I'd suggest you putting that in autoexec.cfg however people report that it works in server.cfg as well. Up to you. As for the cvar itself it's only set-able on server startup, therefore you must restart the server. You can start the server manually to check whether it says "logged in to steam server with id:..." or simply check if it appears in the master list again.
