If your Motd window doesn't work all the time it's either an issue with
java or the chrome library which is part of your steam client.
1. The pages that dont work. Open them in chrome and make sure there are no
errors. If there are errors fix them and test in game before moving forward.
2. Update java on your effected computer. Restart steam once updated and test
again.
3. Switch you steam beta opt in status in steam's settings. One switched
exit steam and login to download the new package which will overwrite your old
package.
You should be fine at this point.
Note: csgo uses the steam clients browser which in turn uses google library
files. Page and java script errors can break the motd window so it wont reopen.
Steam beta and non beta can run different versions of the google libraries.
Certain html or javascript actions can lock the motd window like popup windows
or calling javascripts alert method.
