Why is 'damaging' calculated so far away from trigger_hurt brushes?

The way I understand nav_transient, tiles are supposed to switch on and off
like damaging? Will this ever work in csgo? For example if a clip brush is
blocking the path of connected mesh... or a locked door, even tho those
tiles are set nav_transient bots will get stuck.
