It's pretty clear that Valve have a double standards in this case. 

Look: Admittedly, I can understand that f.e. they cannot ban all the
smurfs in CS:GO, because it's difficult to say whether someone is or
isn't smurfing. 

But when it comes to server's violations it's like... hell, most of
those guys with knife skins plugins are straight forward and they just
say about it in their server names! And now when the same servers are
forced to use tokens and Valve can query them - what's the problem to
ban them? 

Most of the people, who got banned last year, didn't do any harm to the
community, but those with dozens of server's, with paid SMS services,
etc. are just fine now. 

Well done Valve! Damn good job.
