To my knowledge, IP addressed can't start with 0 (or 255) due to legacy
stipulations with the classful networking.  Disclaimer: I'm not a network
engineer.  I think people can connect to your GOTV after connecting to your
game server because 0.* is a reserved subnet mask, once they connect to your
game server they're on your subnet and the 0.* IP conflict is ignored. 
Again, not a network engineer, that's just google-fu and an educated guess.

Try specifying a different IP address and give it a shot.
