It looks like cs2 does not have server plugin(addons) loading like csgo, metamod and sourcemod are broken.

There's no word of a separate "src2ds" bin, nor any further elaboration for the future of community servers from Valve. There's a blog post coming sometime in the future regarding this topic, we'll have to wait.
