I know you initially said "CSS only", but could you talk them into changing
their definition of "skinning" to include some JavaScript?  If so, you could
write something that, at page load, pulls the items out of one list and puts
them into the other.  That would, of course, be off-topic for this list, but
I could probably offer advice off-list on how to do it.
