The header on that Page is an image, made with something like Photoshop. You can not do this with CSS, because the fonts displayed are allways the fonts installed on the computer of the one who looks at the page. Even if you have the fonts on your computer and you see it formatted like you want it, someone else may see something completely different.
So, if you want some fancy outline font, you have to prepare some picture and include it with your page.
