No, that isn't an error. They are _screen_ readers, not aural
browsers. They read what is on the screen and are designed to be used
in combination with the text on the screen.

Of course most (all?) image replacement techniques still fall over
with the css-on/images-off combination. And skip links are useful for
sighted people. So its not really an issue that needs to be worried
about. Just leave the link where is is, nicely visible.
