IE doesnt resize fixed (px) fonts. All other decent browsers will resize font's regardless of what unit you specify. This is how it should be.
Maybe try JS? however, if you do this, please make sure the font is readable to those with poor eyesight. Making something 14pts and fixing it is nicer than making something 7pts and fixing it.
