I realized this has been covered before, but I haven't found an answer that satisfies what I am trying to do. Basically, I want to create a header that always remains on the top of the screen, and the page content scrolls underneath it.

In Firefox, when I scroll to the bottom of the page using the scroll bar, the scrollbar button half-disappears into the bottom of the page and the footer does not appear at all (probably down there somewhere beneath my monitor...).
When I scroll down using my mouse wheel, the entire page scrolls normally -- the header scrolls up off the screen and the footer hoves into view at the end.
