If you want the shadow always at the top, and the "ghost-city" always at
the bottom, then the best solution might be to use two wrappers around
content, and a min-height.
- The shadow as background: top left on one wrapper.
- The town as background: bottom left on the other wrapper.
- Min-height (and an IE/win height-hack) on the wrappers, so those two
backgrounds won't overlap more than you like.
- Fine tune background-color on the backmost wrapper to bridge the gap
when content gets taller than min-height, and set no/transparent
background-color on the frontmost wrapper.
