ok -- I think I've done it all right, but I still don't get the hover effect on my visited links. check this page: http://www.pcc.com/newsletter/ as an example.

And please resist the urge to tell me how silly the table layout is. I'm in the process of a redesign of the site and am having to add new headers and footers to old table layout pages. I hate it, but it's getting better in stages.
