I must not have done a very good job of describing it.

I've looked at css dropdown menus, but this isn't really a menu.  It's more
like a a big formatted box that zooms out at you when you mouseover the
link.

Usage:  In an out of the box web application, user has a more details link
that they can click on that takes them to another page.  The customer
doesn't want the user to leave the page.  They want the user to be able to
mouseover the link and see the details.

The term you are looking for is 'drop down' - if you search for "css
dropdown menus" you should be able to find what you're looking for.
