It is probably a little bit more complicated. The paragraph cited by Ingo is not in the CSS 2.0 rec, and is a recent addition to CSS2.1. Ingo send me the link to an earlier draft of CSS2.1 that doesn't contain that paragraph. Given the reluctance of implementators to touch anything in their table code, I'm not surprised by the various cases. And on reflection, it does make some sense to drop the table below the floated block, given the very (peculiar) nature of the table object.

iCab 3.0 beta drops the table below the floated block in all 3 of your test cases, when there is not enough space.
