Pardon my ignorance, but I am unsure as to how exactly this would correct
the issue mentioned? I'm not having an issue with the DT, DD layout in
heights or positioning, merely the background colour.

Its not an height or positioning issue with your layout, but any dimension or position:relative will fix this IE6 bug.

And even more oddly is when I try to specify an !important so that when IE sees
the property,
it simply ignores it, it somehow still applies it again.
I don't understand this part of your mail. On the URL you provided, there is an !important declared, when I am not wrong.

So every good browser does try its very best to show the background. IE6 does try it too, but fails, especially when you scroll up and down.

Opera, Netscape and MozFF all render the DL fine.
That's because they have a less buggy rendering engine.

So my question is: Is there a known issue with background colours in IE
for DL, DT & DDs? Is there a hack to fix it?

yes. http://positioniseverything.net/explorer/ie-listbug.html
