Try putting this before your DTD:
<?xml version="1.0" encoding="utf-8"?>
That should make it validate.
I think when this came up before on the list, someone told me that puts
older versions of IE into Quirks mode, but I'm not sure.
It does. Per the following site:

IMHO, IE has nothing but "Quirks" mode. ;-)
