Yes, "Opera treats its height as 0", I think. If I add this
#wrapper { ... padding-bottom: 200px; }
, the green foo is offset 25% from the bottom of an erroneously assumed
200px height in Opera only.
Your test reminds me of [1], but this case was only testing bottom:0;,
without issues in Opera.
