I would bet that it is because ff doesn't know the dimensions of 'lc-panels-bot.gif' until the page has loaded. I'd remove it from the html and give .lcpanelbot a specific height in px.

On a semi-related note, 'lc-ARCHIVE-top.gif' and the like should be in the html with an alt="News Room" (or what ever is appropriate) so that non-visual users can 'see' that bit of content. Even better (from my perspective as a visually impaired user) would be to replace those images with h3 elements or some such. Then you could use a generic bg image which saves download time, and I could easily up-size the text if necessary.
