Well fonts are a function of the operating system on which the user agent resides. The user agent(browser in most cases) presents the web page either in a default font or in a font family requested (CSS) if the requested font is not available then a system default font will be applied.

Further True Type fonts are not universally installed on all operating systems, Linux/Unix may or may not have TT fonts. The need to present a specific font to a user with ease can only be done graphically.

to apply an acceptable method.
