Indeed a Windows install doesn't have Arial Narrow out of the box.
Most of the common MS apps (home and business types) provide it though.

There really aren't any other condensed typefaces that are likely
to be installed on more than a tiny percentage of Windows PCs.
If you want a condensed sans-serif face it is the most likely.
You absolutely cannot assume that everyone has it, but I think
a reasonable percentage would have it. Felix's link suggests
that about 85% of Windows users do have it. As long as a fall back
to Arial or other more generic sans face doesn't destroy your
intended page design, I'd say go ahead and specify it as your first
choice.
