I agree completely that a design that gets broken by a 1px offset, is
probably too weak to survive on the web :-)

FWIW: it's not a browser-bug. It's a part of the W3C CSS2 standard, that
often results in 'complete nonsense'!

One problem is that those collapsing or 'combined' margins may end up in
quite unexpected places at times, which may make it pretty hard to see
what's going on and add corrections to the right element.

The issue keeps coming up on the list quite frequently - as earlier
today, so it is clearly something that is bugging many designers.
Guess we will see new requests relating to this issue again and again
until standards and browsers are "corrected" - which may never happen.
