There really aren't any limitations as far as I can tell. You can either include your styles inline or reference an external stylesheet. In theory, you could modify the entire look and feel of the action page. In practice, I would just stick with styling your own auction code. I posted a brief write-up a while back at http://www.swoofware.com/posts/2004/12/06/ebay-with-css/. The auction I reference in the post has since dropped off, but you can still see my original template page at http://www.smitty.net/matt/ebay/template.htm. If you View Source, you can see the markup. Pretty basic. The only trick is knowing that the stylesheet link works outside of the <head> block. So, just add the link and your code to your HTML for the auction and you should be set!
