Not sure what you've got going there. It might be worth while to check 
your page at 800, 1024, and 1280. I guess you are in the ballpark at 
higher resolutions, but not at 800--  it seems the content box  is not 
centered in ie.
This is a method for setting a fixed footer/header(with scrolled 
content) <http://limpid.nl/lab/css/fixed/header-and-footer>, and
here is a method for v-centering a single container(it will not work w/ 
a rail to rail  header/footer like you are using)
