IE/Win32 is available as an ActiveX control, so it isn't too difficult to embed it in other applications for Windows (such as Firefox/Win32). IE/Mac is compiled for Mac OS on PPC hardware. Getting it running on Windows at all would be difficult[1], let alone doing so in a way that its rendering engine can be embedded in another application. A Konqueror (with its relatively close relationship to Safari) version, on the other hand, wouldn't be out of the question. The source code for all its dependancies is available, and some are available for Windows already.
