I thought that over-riding the list-style rule in the a:hover class for the #navleft li selector would work because of specificity.
I was trying to figure out how I've done this in the past, for some reason I could not recall the fact that I normally apply the image to the background as you have suggested... at least that's what I think I've done. I was aware of the problems IE has with applying a fixed position to background images that are not on the body of the document, but I wasn't aware of a problem with applying an background image to a link.
