I am on a laptop but I'm not sure if thats the problem or not. I haven't used 
any user-defined minimums as far as I know.

Most browsers now include some form of user-defined minimum font size
control - are you sure you haven't encountered that?
>From my experience all em values do work, although I have seen one
instance where the boss's IE (on a laptop if that is significant)
showed footnote text the same size as main body content when it was
defined as 80%
