Taking just a part of your question, those who
believe the user should set the type size to
their own needs and preferences will set the
base font size to 100% (or to 100.01% to dodge
another problem) and then set everything they
want the user to read easily to 1 em. Some
authors do use smaller for things that can be
permitted to be a bit more difficult reading
like copyright declarations; I have found .7em
or .8em looks about right for a fraction that
is constructed using spans (with the numerator
raised a little and the denominator low) when
a fraction that is not available as a single
character such as 9/16 or 5/32 is needed; many
[css-d] list members will not like that as it
involves writing inhumanly nasty-looking markup
and obviously contributes to a span version of
div-itis besides.
