I would appreciate any advice on this discrepancy for Windows IE 6.0.
There are other bugs, but I'm taking it one at a time.

The content area (encompassing picture header, white content area and 
right buttons) has overflow: auto.  Scrollbars appear only when 
necessary.

If scrollbars are not necessary, they are visible as the page loads, 
but eventually disappear:

When the scrollbars are necessary and appear, I get a 15px whitespace 
to the right of the scrollbar with Windows IE 6.0:

To see exemplary functioning of the scrollbars, I believe Windows IE 
5.0 will do the trick, as well as Mac Safari and Mac FireFox.
