Ah, turns out the solution was a fix to a problem I created myself.
I wanted my form button moved to the right-hand-side, so I used a float: 
right.  But, with my float skills being rusty, I didn't realize I had 
actually moved it to a position below the form.  Since the bottom of my form 
had a lot of padding, it looked like the button was still on the form, but 
actually it wasn't.  So when I added background-color to my form, the button 
underneath got covered over.  :P
