A CSS-only menu will be less usable/accessible than a good javascript+css menu. Note that there are a LOT of bad javascript+css menus too. The problem with an all-css solution is that you don't have the ability to add some of the timers and more advanced keyboard navigation that the javascript solutions can provide.
