Difficult to base anything on that sample-code (and I think most
browsers would like to see the stylesheet link inside the head-element).
A link to the actual page would be nice.
A guess would be that Opera and Firefox are following CSS standards, and
that what you see is the effect of 'Collapsing margins'[1]. That is
probably the case if you only see 'one empty line' above the content and
not at the sides.
