Yep, that's exactly my point (I never use fly-out menus, but if I was going to, they would be driven by Javascript and styled with CSS). But the problem is even more egregious here, because the hovers cause the entire content of the page to display. If you don't have good enough motor skills (or don't use a mouse at all) to trigger those hovers correctly, then you can't see the content. Not good. As I alluded to, I'm young and have good motor skills, but it took even me three times to get the content to stay up so I could scroll it.
