Radomly started change things and got the menu and context to work.
Don't have a clue why.

Thanks.  I was afraid you would say that.  I am really ready to pull out
all my hair.  Here is an example of a page excluding include header or
footer.  Just the menu and context.

I don't think SSI has any influence on the positioning of the items of
your 
webpage.
Your footer ending up on the top of the main content must be problem in
the 
css.
You position the div in which your content is with CSS.
The only thing SSI does, is put in the content where you put the include

tag.


If you do it for example like this:

<div id="header">
    <!--#include virtual="/include/header.html" -->
</div>

<div id="menu">
    <!--#include virtual="/include/menu.html" -->
</div>

<div id="content">
    Yabbedeeyabedeeyab.
</div>

<div id="footer">
    <!--#include virtual="/include/footer.html" -->
</div>

It should work well if you have the css correct.
