You have:
   scrollbar-face-color: #030E52;  /*navy blue*/
   scrollbar-shadow-color: #B7C8E5; /*light blue*/
   scrollbar-highlight-color: #030E52; /*navy blue*/
   scrollbar-3dlight-color: #B7C8E5; /*light blue*/
   scrollbar-darkshadow-color: #B7C8E5; /*light blue*/
   scrollbar-track-color: #030E52; /*navy blue*/
   scrollbar-arrow-color: #B7C8E5; /*light blue*/

I don't use all the ones you do, but these do work:
        scrollbar-highlight-color: #FFCC00; 
        scrollbar-shadow-color: #FFCC66; /* lighter shade of gold */
        scrollbar-track-color: #E2C9AD; 
        scrollbar-arrow-color: #FFCC00; /* IE is ignoring */
        scrollbar-darkshadow-color: #666666; 
        scrollbar-3dlight-color: #cccccc;

Also -- I have these as the VERY first entries for the body tag:
Body {scrollbar-highlight-color: #FFCC00; ...

Also -- I would remove all the "repeats" of the colors. These are all
together -- it's easy to just look to the first ones to see what the hex
color is.
